Trump Sends Kushner and Witkoff to Russia and Ukraine with Plan to End War

Donald Trump says he is sending Jared Kushner and Steve Witkoff to Moscow and Kyiv with a proposal to end the war in Ukraine. “They’re bringing with them a proposal to end the war,” Trump told reporters on Friday.

The president gave no details about the plan, including whether it would require Ukraine to surrender territory to Russia, an idea he has previously raised. Instead, he said, “We have an idea for peace.” Trump had promised to end the war on his first day back in office, but has more recently acknowledged that the task is more complicated than he expected.

Volodymyr Zelenskyy said the two US envoys would travel to Ukraine on Sunday after talks in Moscow. It would be their first visit to Kyiv since Trump’s reelection last year, despite previous trips to Moscow to meet Russian officials. Zelenskyy said Ukraine would halt airstrikes during the talks and called on Moscow to do the same. “As with previous diplomatic visits by the American side, we will ensure the normal functioning of Russian airspace so that the negotiators can arrive safely. We are concerned about their safety, not about Russia,” he wrote on Telegram.

The Kremlin did not confirm that US officials would visit Moscow. Spokesperson Dmitry Peskov said the media would be informed if such a meeting took place. Kushner and Witkoff last visited Moscow in January for talks with Russian President Vladimir Putin, who said on Wednesday that negotiations were “frozen.”

The diplomatic effort is unfolding alongside continued attacks. A Russian drone struck the headquarters of Ukraine’s domestic security service in Kyiv on Friday. Foreign Minister Andrii Sybiha called it “a major escalation” and said the strike exposed Moscow’s rejection of diplomacy. Zelenskyy ordered an appropriate response, while Ukraine has continued drone attacks on Russian oil infrastructure and the retailer Wildberries.
