U.S. Senate approves 3-year extension for HOPE/HELP programs benefiting Haitian textiles

The U.S. Senate has passed its version of a Continuing Resolution, including a three-year extension for the HOPE/HELP programs. These initiatives are vital for Haiti's textile industry, allowing goods manufactured in the country to enter the U.S. market without incurring tariffs.

Fernando Aníbal Capellán Peralta, president of Grupo M, announced the development, emphasizing its significance for Haiti's manufacturing and apparel sector. He also highlighted how the extension strengthens regional supply chains, particularly those involving the Dominican Republic.

"This progress ensures the continuity of these key programs for manufacturing and apparel in Haiti, and strengthens co-production and the regional supply chain with the Dominican Republic," Capellán Peralta stated in a release. He added that the decision is a crucial step in guaranteeing the ongoing viability of these programs.

However, the Senate's approval is not the final word. The U.S. House of Representatives has already passed its own version of the resolution. Both chambers will need to reconcile their texts after the August legislative recess. Grupo M is actively pursuing a longer, 10-year extension, believing that a more extended timeframe is essential for attracting new investments and fostering job creation in the region.
