Uruguay proposes special pension for legendary footballer Montero Castillo

The Uruguayan government has submitted a bill to Parliament proposing a special pension for former footballer Julio Walter Montero Castillo, acknowledging his distinguished career and recognizing his eligibility for the benefit.

The proposal, sent to the General Assembly on July 17, cites Article 85, Paragraph 13 of the Constitution and Law No. 16.301, which govern "gracious pensions." These are personal economic benefits intended for individuals who lack sufficient resources and have rendered great services to the Republic or excelled in scientific, sporting, artistic, or cultural activities.

Montero Castillo's application meets the required criteria. An assessment by the Social Welfare Bank confirms his economic eligibility, while the National Sports Secretariat highlighted his impressive football career. He was part of the 1967 Copa América-winning team and represented Uruguay in the 1970 and 1974 World Cups. Domestically, he secured six Uruguayan championships with Nacional, along with the 1971 Copa Libertadores and Intercontinental Cup, and the 1972 Copa Interamericana.

The Permanent Commission for the Treatment of Gracious Pensions unanimously recommended the benefit on February 5, 2026, deeming Montero Castillo fully qualified and deserving of recognition for his extensive contributions to sports. The bill stipulates that he will receive a monthly pension equivalent to four Bases of Provisions and Contributions (BPC), approximately $28,000, with the cost to be covered by general government revenues.
