Uruguay Senate Approves Government's Competitiveness Law with Cross-Party Support

Uruguay's Senate has passed the government's proposed Competitiveness and Cost of Living Reduction Law, marking a significant legislative achievement with widespread support across the political spectrum. While most articles received unanimous backing from the ruling Frente Amplio, the National Party, and the Colorado Party, certain provisions were approved solely by the governing coalition.

The government considers it important, and so do we, because we have high hopes that many of its provisions will directly impact people.

The law, comprising over 240 articles, is designed as a substantial reform of the state, aiming to streamline operations, reduce bureaucratic hurdles, and foster greater market competition. This initiative represents the first major state reform of its kind since 1995, according to Economy and Finance Minister Gabriel Oddone.

We are going to vote for this law in general, because Uruguay needs to be more competitive, eliminate bureaucracy, facilitate and attract investment, and generate employment.

Key measures within the legislation focus on reducing red tape and enhancing efficiency. One significant aspect is the unification of various public administration registries into a single, accessible system. Additionally, the law introduces the concept of "positive silence" in certain administrative processes, meaning that if the state fails to respond within a specified period, the request is automatically considered approved.

The law has objectives that no Uruguayan should disagree with, and it is not true that Uruguay is condemned to be an expensive country.

Further provisions are targeted at lowering costs for foreign trade, including the implementation of "autodespacho aduanero" (customs self-clearance). The bill also seeks to support small and medium-sized enterprises (SMEs) and attract investment, with the overarching goal of improving the quality of life for Uruguayans by simplifying procedures and making the country more competitive.
