US focuses on origin rules in NAFTAA renewal talks with Mexico

United States Trade Representative Jamieson Greer underscored the critical importance of origin rules in the current negotiations to renew the North American Free Trade Agreement (NAFTAA). Speaking before the Senate Finance Committee, Greer stated that robust rules are essential to incentivize production within North America, rather than allowing countries with overcapacity or market-distorting practices to benefit.

There are some issues within NAFTAA that require more time to address, but they are extremely important. Some of them are related to the rules of origin.

Greer, who is traveling to Mexico City for the pact's first annual review, explained that developing these rules requires time. He aims to secure agreements on significant issues, such as origin rules, by the end of the year. "We want to ensure that any benefit derived from trade between our nations accrues to our own countries, and not to third countries like Vietnam or China," Greer insisted.

We want the NAFTAA rules of origin to be very strong to incentivize production in North America, rather than in other regions that have significant excess capacity or engage in market-rule-breaking practices. However, developing these rules takes time.

While acknowledging the importance of labor and environmental standards in Mexico, Greer indicated these issues would require more extensive debate. He affirmed that the Trump administration's trade policy remains consistent, with a continued focus on increasing foreign investment, supporting economic reindustrialization, protecting American workers, raising wages, and reducing the trade deficit through tariffs and negotiated agreements.
