US launches Pell Grant initiative for short-term job training programs

Starting July 1, 2026, the United States will implement the Pell Grants for the Workforce initiative. This program aims to fund short, high-quality educational courses designed to prepare students for jobs requiring high skills, competitive salaries, and experiencing significant demand. The U.S. Department of Education issued a final rule in mid-May to enact these grants for workforce programs. The initiative will cover programs ranging from eight to 15 weeks in duration, including technical education, apprenticeships, and certifications. Officials stated the primary goal is to reduce student debt. "Under President Trump's leadership, American students will soon be able to graduate with little or no debt and be well-prepared to start earning money in one of today's most in-demand jobs in a matter of weeks, not years," said Education Secretary Linda McMahon in a statement. Universities participating in the program will be required to cap tuition and fees based on the expected income of program graduates. The Department of Education will conduct a study to identify eligible trades. Governors, in consultation with state workforce development boards, will identify high-demand sectors and professions to determine which training programs qualify for funding. To be eligible, students must meet the usual financial requirements for Pell Grants. Additionally, programs must have between 150 and 599 clock hours of instruction, align with high-demand occupations, and demonstrate a real return on investment for students. Governors can also collaborate on workforce training through bilateral agreements, allowing institutions in one state to offer eligible programs to students in another via distance education.
