Vietnam Proposes Military Service Decree Amendments: How to Handle Residence Changes?

Vietnam's Ministry of Defense is seeking public feedback on proposed amendments to Decree 13, which governs the procedures and policies related to military service registration, health checks, and examinations. The revisions aim to update the existing regulations, particularly concerning initial registration and the process for individuals changing their place of residence or work.

Under the proposed changes, the chairpersons of commune-level People's Committees will issue decisions calling for registration and issue certificates of military service registration. These documents will be handled by the commune-level military command. Citizens will need to prepare a self-assessment health form. The commune-level military command is responsible for delivering the registration call-up notice at least five days before the scheduled date.

Citizens can register for military service either online or in person at the commune-level military command. Within one day of registration, the military command will guide applicants through the health declaration, update relevant records, and issue the military service registration certificate. Within five days, the command will compile results and report to higher authorities, including the Hanoi Capital Command, Ho Chi Minh City Command, and provincial military commands.

The draft decree also details the procedures for registering military service when changing residence or place of work/study. This involves preparing documents such as a transfer registration certificate or a reserve officer transfer certificate, the existing military service registration certificate, and a decision regarding the change of employment or study location. The process includes online or in-person applications at the commune-level military command, which will then issue the necessary transfer documents and update records.
