Vietnam to Use Personal IDs for Social Insurance from Sept. 1, 2026

Ho Chi Minh City's Social Security Administration has issued a crucial notice to residents and businesses regarding the upcoming transition from social insurance codes to personal identification numbers. Effective September 1, 2026, the national social insurance system will officially adopt personal identification numbers, also known as citizen ID cards, to replace the traditional social insurance codes for all participants.

Individuals must proactively check their personal information (full name, date of birth, gender, personal identification number/citizen ID card) on their social insurance book, health insurance card, VssID application.

This significant shift will also involve a change in how business units are managed, with new codes replacing the old ones within the social security software. To ensure a smooth transition and safeguard individuals' rights, the administration urges all social insurance, health insurance, and accident insurance participants to proactively check their personal details. This includes verifying their full name, date of birth, gender, and national identification number on their social insurance books, health insurance cards, and the VssID application.

Businesses must review and cross-reference employee information and company data managed on the social security agency's software. Coordinate with the social security agency to supplement and correct cases with missing or incorrect information before September 1.

Individuals whose information is inaccurate or missing, particularly their national ID number, must contact their employer or their local social security office for guidance on updating their records before the September 1 deadline. Similarly, businesses and organizations responsible for managing insured individuals are required to meticulously review and cross-reference employee data, including names, dates of birth, gender, and national ID numbers, as well as company information like tax codes and business types. They must collaborate with their respective social security agencies to correct any discrepancies or missing information by the same September 1 deadline.

The conversion is carried out centrally, automatically, and synchronously on operational software. Businesses and participants do not have to complete administrative procedures if personal and unit information is complete, accurate, and verified with the National Population Database.

The Social Security Administration emphasized that this transition will be managed centrally and automatically across all operational software, aiming for accuracy and efficiency. Individuals and businesses with complete and verified data, matched against the national population database, will not need to undertake any administrative procedures. The administration assured that the conversion process is secure and will not disrupt services or affect the rights of participants and beneficiaries of social insurance, health insurance, and accident insurance programs. Historical records and data will remain intact throughout this digital transformation.
