In the digital age, village head and Party cell secretary Pham Quang Thuong, 33, is earning widespread admiration in Bac Lieu ward, Ca Mau province, for his proactive approach to serving his community. Residents speak highly of his dedication and willingness to tackle the people's needs.

Mr. Nguyen Van Ly, a former Party cell secretary, noted Thuong's youthful energy and efficiency in managing the ward's affairs. He highlighted Thuong's particular aptitude for navigating the complexities of digital transformation and modern administrative procedures, a skill that sets him apart.

Thuong actively engages with residents daily, understanding their concerns and encouraging participation in local initiatives. He collaborates with authorities to maintain security and improve the neighborhood's cleanliness and aesthetics. A key initiative involves managing six Zalo groups, categorized by neighborhood, to disseminate official information, counter false narratives, and share job opportunities while warning of scams.

He believes this visually reinforces the nation's history and the sacrifices of past generations, while also educating younger citizens about their responsibility to preserve peace and develop their homeland. This effort also contributes to beautifying the community and encouraging residents to maintain their surroundings.

His commitment extends to creating a safer environment, aiming for a "crime-free village." With a population of over 3,400 across 716 households in a 1.98 km2 area that includes a church and a college, Thuong emphasizes grassroots prevention. By staying closely connected to residents and addressing emerging issues promptly, he works with law enforcement to preemptively resolve potential security threats, demonstrating that crime prevention is a shared responsibility.
