Many feel that official announcements of "return of supply" do not reflect the reality on the ground in many areas. The company had previously explained that a sudden break in the main pipeline necessitated an exceptional, alternating water distribution program to ensure a minimum supply while repairs were underway.

Despite the company's announcement that repairs are complete and supply is resuming gradually, online comments indicate that many families are still awaiting normal water service. Others complain of severely weak water pressure, hindering their daily needs.
