Wexford GP Found Guilty of Misconduct Over COVID-19 Social Media Posts

A general practitioner in Wexford has been found guilty of professional misconduct following social media posts made during the COVID-19 pandemic that strongly criticized public health measures. The Medical Council's fitness-to-practise committee upheld four out of six allegations against Dr. Billy Ralph.

The committee determined that Dr. Ralph's social media activity was "entirely inappropriate, dangerous and undermining of NPHET and public health guidance." The allegations stemmed from 34 tweets posted between October 2020 and June 2022, which challenged various measures implemented to curb the spread of the virus. Dr. Ralph, who operates The Ballagh Health Centre, had contended that his case involved "an expression of views in a period of unprecedented uncertainty in modern medicine."

Specifically, the proven allegations involved Dr. Ralph's criticisms of the National Public Health Emergency Team (NPHET), COVID-19 vaccinations, particularly for children, and the promotion of ivermectin as a treatment. His tweets included inflammatory remarks such as "There is no pandemic just a lot of misguided fascist professionals who have lost the run of themselves" and described parents administering COVID-19 vaccines to children as "a vile individual."

However, the committee did not find proven an allegation related to posts criticizing facemask usage, as these were re-tweets. Another allegation concerning his opposition to lockdowns was proven but not deemed professional misconduct. The chairperson noted that Dr. Ralph failed to show respect for a range of views, and his language, including describing NPHET and HSE members as "clowns," was considered "intemperate and abusive."

Dr. Ralph's wife, Paula Byrne, submitted that "independent thought is not the same thing as professional misconduct," and described the situation as heartbreaking after 32 years of service. The committee found expert witness testimony supporting Dr. Ralph unconvincing, with one described as "an articulate propagandist."
