17 Years Protecting Vulnerable Employment: Huang Chiu-yun Honored for Social Safety Net Contributions

Huang Chiu-yun, an employment service officer at the Zhubei Employment Service Center, has been recognized for her 17 years of unwavering commitment to assisting vulnerable populations in finding employment. The Ministry of Health and Welfare honored her as an outstanding individual in the social safety net initiative for her significant contributions.

She has built deep trust with her clients by maintaining a proactive and caring approach. Her professional guidance has helped numerous vulnerable individuals transition from long-term unemployment and social marginalization to stable jobs and independent living, embodying the core values of "catching people and lifting them up."

One notable case involved a 16-year-old named Xiao Wen (pseudonym), who, burdened by family debt and financial pressure, worked low-wage jobs with little protection. Referred through the social safety net, Huang assisted Xiao Wen with resume writing and interview skills. She also utilized the "Workplace Learning and Adaptation Program" to match him with a supportive employer, ensuring he received proper protection and a stable work environment.

Even after Xiao Wen secured employment, Huang continued to monitor his adaptation. When Xiao Wen's father attempted suicide, Huang immediately contacted social workers to assist. She also facilitated psychological counseling and social welfare resources, stabilizing Xiao Wen's emotions and life. Huang's continuous support helped Xiao Wen navigate immense grief and regain stability in his life and work.
