China has put a Polish university on its European dual-use exports blacklist. Why?

In an unprecedented move, China has added the Wroclaw University of Science and Technology (PWr) in Poland to its export control list, placing it alongside defense contractors. This action targets entities deemed to be linked to the European security sector.

The Chinese commerce ministry announced on Friday that PWr was among 14 European Union entities added to the dual-use export control list. Beijing stated that these additions were a direct response to EU sanctions imposed the previous day against 14 mainland Chinese and Hong Kong companies accused of having ties to Russia.

While China has not explicitly detailed the reasons for singling out PWr, the university's involvement in defense research and its existing institutional connections with China provide potential explanations for the decision. The university itself has indicated that it has not yet received any official notification from Beijing regarding the listing.

A spokesperson for PWr stated, "We are unable to comment on this matter as we have not yet received any official information. We still need to verify this." The university is awaiting formal communication from Chinese authorities before issuing a definitive statement.
