CIA chief delivered grim assessment of Ukraine war to Russia, NYT reports

CIA Director John Ratcliffe reportedly made a secret trip to Moscow to convey a stark assessment of Russia's position in the ongoing war in Ukraine. The visit, detailed by sources to The New York Times, aimed to encourage Russian officials to pursue negotiations while their military and economic standing had not deteriorated further.

Ratcliffe conveyed this message to Alexander Bortnikov, the head of Russia's Federal Security Service. While the visit was intended as a serious warning, it did not include explicit threats of consequences should Russian President Vladimir Putin disregard the advice and continue the conflict. Some U.S. officials had hoped that Putin, with his background in intelligence, might take the CIA director's message more seriously than standard diplomatic warnings.

This clandestine meeting occurred amid ongoing doubts among CIA analysts about whether Putin receives accurate information regarding the war's progress and scale from his advisors. The report also noted that over 18 months of conflict, Russia had only captured approximately 1% of Ukrainian territory. Furthermore, it highlighted that the average lifespan of a Russian soldier on the front lines was less than 35 minutes, and Ukrainian drones were inflicting increasing damage and losses on Russian forces.

Meanwhile, Ukrainian officials have indicated that while negotiation processes are currently stalled, there are plans to revive them, potentially involving a meeting of Ukrainian, Russian, and U.S. negotiators as early as September, though the Kremlin has not confirmed this possibility.
