CLARITY Act to be Discussed in September... Efforts Underway to Draft 'Ethics Rider'

The CLARITY Act, a significant piece of U.S. legislation aimed at structuring the digital asset market, is poised for a crucial procedural vote in the Senate when it reconvenes on September 15. Senator John Thune, the Republican leader, has filed a motion to end debate on the bill, a procedural step required before it can be considered for a full Senate vote.

While the motion to end debate is not a vote on the bill's substance, it requires the support of at least 60 senators. If successful, the CLARITY Act will advance to the floor for amendment and a final vote. The bill's core objective is to establish a clear market framework for digital assets and delineate regulatory authority between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC).

A major sticking point remains the proposed "ethics rider." Democrats insist on its inclusion, which reportedly aims to prohibit the U.S. President from holding stakes in certain digital asset businesses. To bridge this divide, some bipartisan lawmakers are reportedly developing their own version of an ethics rider, intended to alleviate Democratic concerns and facilitate the bill's passage.
