Cluj Metropolitan Ring Road's Odyssey: 9 years of delays, failed tenders, and a terminated contract

Nine years after the Cluj-Napoca City Hall took over the Metropolitan Ring Road project from the Ministry of Transport, the ambitious infrastructure plan remains largely stalled, plagued by repeated failures and delays. The project, intended to alleviate traffic congestion in the city and surrounding areas, has seen its feasibility study take four times longer than scheduled, two major tender bids collapse, and a contract terminated after only a year.

The initial feasibility study, begun in 2018, was only completed in 2022, four years behind schedule. The approved study outlined a massive undertaking: 42.13 kilometers of ring road, 32.33 kilometers of connecting roads, 20 intersections, 156 structures, and five tunnels, with an estimated cost exceeding 6 billion lei (excluding VAT) plus over 1.35 billion lei for expropriations.

In August 2023, the city managed to sign a contract for the first section, a 22.4 million euro deal for the segment between Cluj-Napoca and Florești, involving road widening and infrastructure for public transport and a new hospital. However, the main part of the project, encompassing Tronsoanele 2 and 3, faced its first tender failure in 2023 when no construction companies submitted bids. A second attempt in late 2023 also failed, despite attracting a single bidder, leading to renewed criticism of the local administration's competence.
