Croatian Animal Welfare Group Hindered by Bureaucracy in Shelter Construction

The Indigo Association, a dedicated animal welfare organization, is navigating a challenging period as it works to establish its own shelter. The reliance on a limited pool of foster caregivers means that the association can only take in as many animals as can be safely and appropriately housed, a heartbreaking reality for a group committed to saving lives.

The core issue remains the availability of dedicated individuals willing and able to provide temporary homes. The Indigo Association's struggle highlights a broader issue within animal welfare: the need for streamlined administrative processes and a robust network of community support.
