Vietnam: Former Land Official Gets 30 Years for $540,000 Fraud

A former land official in Vietnam's Quang Ninh province has received a 30-year prison sentence for a large-scale fraud scheme. Nguyen Thanh Tuan, 39, was convicted of defrauding 22 individuals out of nearly 13.8 billion Vietnamese dong (approximately $540,000 USD).

Leveraging his position in the land sector, the defendant Nguyen Thanh Tuan, a former official of UBND P.Hong Gai (Quang Ninh), deceived 22 victims, appropriating nearly 13.8 billion dong.

During his tenure at the People's Committee of Hong Gai ward, Tuan specialized in land administration. Although he lacked the authority to issue land use rights certificates, he leveraged his position and understanding of administrative processes to gain the trust of residents. He cultivated an image of efficiency, promising to quickly resolve land-related issues, including obtaining new certificates and clearing up existing complications.

The defendant created an image of someone capable of quickly resolving land-related procedures, from issuing land use rights certificates to handling problematic hồ sơ.

Prosecutors stated that Tuan instructed numerous people to transfer funds for taxes, fees, land surveying, and subdivision costs, or simply as "processing fees." However, a significant portion of these funds were not used for their intended purpose but were instead appropriated by Tuan for personal use. Investigations revealed that between 2022 and 2025, Tuan's fraudulent activities netted him the substantial sum.

Most of the money received was not used to perform the promised procedures but was appropriated by the defendant for personal use.

While Tuan has made some restitution, he still owes over 1.34 billion dong to his victims. The Quang Ninh Provincial People's Court sentenced him to 13 years for fraud and 20 years for abuse of power and position, with the sentences to be served concurrently for a total of 30 years.
