Dong Nai Authorities Investigate Unauthorized Ground Leveling Project

The Department of Construction in Dong Nai province has issued a report detailing the problematic ground leveling that has left several homes in Tan Loi commune in a precarious state. This incident, which occurred during the implementation of the DT.753 road upgrade and Ma Da bridge construction project, has understandably caused distress among the affected residents.

Our investigation reveals that the Dong Nai Project Management Board for Investment and Construction allegedly overstepped its authority by unilaterally adjusting the project's design. These changes, which included altering design speed, slope gradients, and road surfacing, directly impacted eight households. Crucially, these modifications were made without the proper procedures for adjusting an investment project, a clear violation of the Construction Law.

The Project Management Board for Investment and Construction of Dong Nai unilaterally adjusted the package XL04 of the project (such as design speed, slope gradient affecting 8 households, changing the road surface - asphalt, gravel...).

While the project management board has since apologized to the affected families and provided temporary accommodation, the core issue of unauthorized design changes remains. The Department of Construction is now urging the provincial People's Committee to hold the responsible individuals and organizations accountable. Furthermore, the department emphasizes the need for a resolution that strictly adheres to current regulations, ensuring that the affected residents are properly compensated and that such breaches of law do not happen again.

The Dong Nai Provincial Department of Construction proposed that the Provincial People's Committee assign the Dong Nai Project Management Board for Investment and Construction to clarify the responsibilities of related organizations and individuals during the process of self-organizing the appraisal and approval of the design adjustment of package XL04.
