Drone Attack on CPC Facility Disrupts Kazakh Oil Exports, Risks Global Energy Security

A drone attack on a tanker at the Caspian Pipeline Consortium (CPC) marine terminal has suspended oil loading operations, raising concerns for Kazakhstan's global oil supplies and international energy security. The tanker Nissos Sifnos, flying the Marshall Islands flag and carrying crude oil from Tengizchevroil, was targeted at a mooring unit on July 30, igniting a fire on its cargo deck.

The fire was quickly extinguished by the tanker's crew with assistance from CPC vessels. While the tanker remained afloat and no injuries or oil spills were reported, the incident has halted oil loading. Pipeline operations, however, continue normally. A second tanker, Marathi, was also targeted in nearby territorial waters.

The CPC stated that the attack disregards previous warnings from Kazakhstan and other shareholders against using force against energy infrastructure. The incident poses significant risks to global energy trade, the economic interests of Kazakhstan and its shareholders, and major oil companies like Chevron and ExxonMobil that utilize the route. The statement also highlighted the danger to international tanker crews and the potential for severe environmental damage in the Black Sea.

This attack occurs amid ongoing discussions between Kazakhstan and the United States regarding energy cooperation and the security of the vital CPC route. Kazakhstan's Foreign Minister recently spoke with U.S. Secretary of State Marco Rubio about bilateral cooperation and the CPC situation. Additionally, Kazakhstan's Energy Minister met with the U.S. Ambassador to discuss energy cooperation, regional security, and the stability of global energy supplies.
