Fiji union condemns government move to ease foreign worker rules

The Fiji Trades Union Congress is demanding that the government reverse its decision to make it easier for employers to bring foreign workers into Fiji.

FTUC National Secretary Felix Anthony says the policy change followed lobbying by the Fiji Commerce and Employers Federation. He says the government made the decision without consulting workers or carrying out a proper study.

The relaxed rules include suspending requirements for employers to show that suitable workers cannot be found locally. They also suspend requirements for employers to provide understudy arrangements that transfer skills to Fijians.

The union says oversight of foreign workers already in Fiji is inadequate, particularly regarding working conditions, wages and employment contracts. It alleges that some workers face exploitation and are living in conditions unfit for human habitation. FTUC also says the Ministry of Employment, Productivity and Workplace Relations lacks the resources to manage the growing foreign workforce.

Anthony says some employers may favour foreign workers because they can work longer hours without receiving overtime and other benefits required under Fiji’s employment laws. The union warns that this could disadvantage local workers and make it harder for them to obtain decent employment. It also says the Immigration Department lacks the resources to monitor work visas and ensure compliance.

FTUC is calling for tripartite talks involving the government, employers and workers. “The Government has an obligation to the workers of Fiji first and foremost and must consider the long-term impact of such decisions.” The union says foreign workers may be needed in some sectors, but Fiji needs a clear strategy that regulates their employment while protecting local workers’ rights and job opportunities.
