FWCMS successfully blocks foreign worker cartel activities, says analyst

Malaysia's Foreign Worker Centralised Management System (FWCMS) has effectively blocked foreign worker cartels from further exploiting the system, according to Nurul Ainun Ahmad Atory, a senior lecturer in economics at UiTM Selangor. She stated that without FWCMS, which replaced manual counter processes with a single digital platform, cartel activities would have become rampant and uncontrollable. The digital system centralizes processes, potentially lowering transaction costs, speeding up applications, and increasing transparency through systematic digital records and audit trails. "In institutional economics, this mechanism can reduce information asymmetry problems, thereby narrowing the space for rent-seeking activities, abuse of power, and the involvement of middlemen who do not add value to the economy," Nurul Ainun explained. Previously, Malaysiakini reported on persistent foreign worker cartel operations, with hidden figures allegedly profiting millions. Tan Peng Beng, chairman of the Malaysian Micro Entrepreneurs Association (MAMBA), warned that politicizing FWCMS risks undermining progress in governance, efficiency, and transparency in managing foreign worker recruitment. Nurul Ainun emphasized that a digital system's effectiveness relies on empirical data and continuous enforcement, not just its existence. Key indicators like reduced recruitment costs, shorter processing times, and improved employer compliance rates are crucial for assessment. She added that if these objectives are consistently met, FWCMS would not only boost economic efficiency but also bolster investor confidence in Malaysia's business ecosystem through better governance.
