Hanoi Lifts 24-Hour Ban on Pickup Trucks in City Center

Hanoi is taking a significant step to ease traffic regulations, particularly for pickup trucks, by allowing them unrestricted 24-hour access to the city's inner districts. This decision, formalized under Decision 52 and effective from April 30, 2026, marks a notable shift from the previous nighttime-only (9 PM to 6 AM) operating window for these vehicles. This move is expected to streamline logistics and delivery services within the capital, reflecting a broader effort to optimize urban mobility.

The updated regulations extend beyond pickup trucks. Various other vehicles, including those involved in infrastructure maintenance, traffic accident response, and sewer cleaning, will now be permitted to operate around the clock, provided they receive approval from the Department of Construction. Passenger transport services also see adjustments: shuttle buses will operate without time limits if properly licensed, while smaller contract vehicles (under 29 seats) gain 24-hour access. Larger coaches and sleeper buses, however, will still be restricted to off-peak hours unless they secure specific approval from the Hanoi Traffic Police.

Furthermore, the city is expanding the list of roads subject to traffic restrictions, incorporating major routes like Nguyễn Văn Cừ and Đại lộ Thăng Long, alongside entrances to industrial zones. Regulations for standard trucks under 2 tons are tightened, generally confining them to off-peak hours unless authorized. Specialized vehicles, such as those carrying fuel, concrete, or live seafood, retain their restricted hours (9 PM to 6 AM) but can apply for exceptions. The city is also simplifying permit application processes, aiming for a maximum three-day turnaround, and adjusting the authority for permits related to overloaded or oversized vehicles to enhance management while facilitating transport operations.
