Ho Chi Minh City streamlines birth, residency, ID, and health insurance applications

Ho Chi Minh City is streamlining administrative processes for new parents by introducing a unified online system for four essential procedures related to newborns and young children. This initiative allows parents to simultaneously register a child's birth, establish their residency, obtain a health insurance card, and apply for a national identification card.

The integrated service is accessible through the national public service portal or the VNeID application. The relevant authorities, including commune-level People's Committees, police, justice, interior, health, and social security agencies, will process these applications. This digital approach aims to significantly reduce the time and effort required for parents to complete these necessary administrative tasks.

For the combined application of birth registration, residency, health insurance, and ID card for children under six, the target resolution time is three working days from the receipt of complete documentation. In cases requiring further verification, the process may extend up to five working days. This efficiency is a key feature of the new system, designed to ease the burden on families.

Additionally, Ho Chi Minh City is implementing a separate linked process for death registration, cancellation of residency, and the settlement of funeral and survivor benefits. The timelines for these procedures vary depending on the beneficiary group, ranging from six to 18 working days. Notably, all these linked administrative procedures are offered free of charge in Ho Chi Minh City, reflecting a commitment to accessible public services.
