INAFOCAM launches new teacher training programs under public tender law

The National Institute for Teacher Training and Professional Development (INAFOCAM) in the Dominican Republic has launched new continuous training programs for teachers. These programs are being contracted through public tenders, a significant shift mandated by the new Public Procurement Law 47-25, which replaced the previous Law 340-06.

Previously, academic programs were contracted under a different model. However, the new legislation, effective January 28, 2026, requires all acquisitions of training services funded by public resources to follow the procedures outlined in the national procurement system. This ensures greater transparency, publicity, free competition, and objectivity in selecting the higher education institutions that will deliver diplomas, courses, congresses, seminars, and other training.

One notable tender is for a diploma in digital competencies, innovation, technology, and artificial intelligence for teachers. This program has an estimated budget of RD$72 million and aims to train 3,000 participants across the country's 18 educational regions, at an estimated cost of RD$24,000 per participant. The bidding process is underway, with offers due in September and contract signing scheduled for November.

INAFOCAM's executive director, Siullin Joa León, emphasized that this new contracting method guarantees a more competitive and objective selection of educational providers. The shift is expected to benefit the quality and accessibility of professional development for educators across the Dominican education system.
