Khanh Hoa to link traffic enforcement cameras with population data

Khanh Hoa will begin a three-phase plan on October 1 to connect security and traffic enforcement cameras with Vietnam’s national population database and the province’s smart urban operations center.

The system will combine surveillance video, image-analysis metadata and event data. When a camera records a traffic or public-order violation, officials will be able to compare it directly with the national population database and the electronic identification and authentication platform. The plan is intended to make verification and enforcement faster and more accurate than the current process, which relies heavily on manually checking vehicle license plates.

The first phase, due to finish in September 2026, covers an assessment of camera systems across the province, technical standards and an overall architecture model. The second phase will run from October 1, 2026, through December 31, 2027, integrating security, public-order, enforcement and traffic-management camera systems with the national database and the provincial smart urban operations center.

From January 1, 2028, the province plans to expand the network through socialization, adding cameras operated by organizations, companies, businesses and households. The plan says these connections must be based on agreement and voluntary participation, serve a proper purpose and comply with personal-data protection and information-security laws.

Khanh Hoa’s provincial police will lead most of the main tasks. These include working with the Ministry of Public Security to upgrade provincial and commune monitoring centers, building a data-integration center, adding edge image-processing equipment, establishing operating and data-security rules, and encouraging residents and businesses to install and share camera data. Commune and ward authorities are expected to invest in camera connection points from 2027.
