KNAB launches probe into MP Rasima's housing rental expense compensation

Latvia's Corruption Prevention and Combating Bureau (KNAB) has launched an investigation into Member of Parliament Laila Rasima following public reports of potential misconduct regarding housing rental compensation. KNAB initiated the review proactively to assess the justification for Rasima's claims and the subsequent payments.

KNAB has repeatedly alerted the Saeima (parliament) about deficiencies in regulations governing compensation for MPs' transportation and housing rental expenses. These gaps, KNAB stated, create opportunities for the system to be exploited dishonestly. The bureau sees a risk that current rules could be used to improperly obtain rental compensation, particularly if individuals declare residences more than 39 kilometers from Riga while actually owning property within or near the capital.

Past KNAB investigations have identified instances where Saeima members received compensation unlawfully. In two separate cases, MPs were prosecuted and convicted for defrauding the state through false claims for transport and housing rental expenses. KNAB believes stricter controls on the compensation payment process could mitigate risks. This could include additional documentation requirements, such as proof that an MP has no familial ties to the property owner and does not own a residence within 39 kilometers of Riga.

The discussion surrounding MP compensation intensified after reports surfaced that Rasima receives 610 euros monthly for apartment rental, despite her official declaration showing an apartment owned by her in Riga. Rasima explained on social media that her mother purchased the apartment in her name for her future use, and she has never lived there or earned income from it. MPs are eligible for a unified compensation for space rental and transport costs, with limits based on their declared place of residence. Not all MPs utilize these compensation options; in August, 58 out of 100 MPs received no compensation.
