Democratic Progressive Party (DPP) legislator Chuang Jui-hsiung accused Taichung Mayor Lu Shiow-yen of political maneuvering after the mayor criticized an executive from Chung Lien Oil for attending a Ministry of Health and Welfare meeting on problematic oil products. Lu had labeled the executive, Yu Ling-chong, a "protector."

Chuang pointed out that Yu Ling-chong had also attended a Taichung city government food safety meeting on July 3, the day before the ministry meeting. He questioned why Lu's administration had not mentioned this attendance, suggesting the mayor was selectively omitting information for political purposes. Chuang stated, emphasizing that the delay in reporting was the central issue.

Chuang further clarified that Taiwan Sugar (Taishang) refused to accept the batch of raw materials from Chung Lien on May 15 after discovering it exceeded standards. He explained that while the food safety law specifies a 2ppm limit for carcinogenic oil, Taishang purchased raw materials, not finished products subject to this regulation. After Taishang returned the raw materials to Chung Lien, the company could have used them for industrial, waste, or agricultural purposes, which are not regulated by food safety laws.

He added that the raw materials were stored in Taichung, and the DPP should not use this issue to attack the Taichung city government, as it does not help improve food safety systems. Chuang stressed that Taishang's refusal to accept the materials was not a legal reporting obligation; Chung Lien was the actual reporter. He urged the investigation to proceed based on facts and evidence, supporting strict penalties.
