Lula's associate visited ministries and Planalto 40 times outside official agenda

Roberta Luchsinger, a businesswoman described as a friend of Fábio Luís Lula da Silva, known as Lulinha, made at least 40 visits to various ministries and the presidential Planalto Palace between 2023 and 2024. Official records, accessed through the Law on Access to Information, show that only one of these visits was officially logged in public agendas, despite a legal obligation to do so. The majority of her visits, 17 in total, were to the Ministry of Social Development, while 15 were to the Ministry of Health. She also visited the Planalto Palace at least eight times. During some of these visits, Luchsinger was accompanied by other business representatives, including those from Duosystem and Grupo Bringel. Luchsinger is currently under investigation by the Federal Police, who are examining potential links between lobbyist Antônio Carlos Camilo Antunes, also known as Careca do INSS, and Lulinha, the son of President Lula. Luchsinger's defense stated they would address the matter through legal channels. Lulinha has denied any involvement in irregularities. At the Ministry of Social Development, Luchsinger primarily met with officials in Minister Wellington Dias's office and with deputy executive secretary Rannier Costa Ciríaco. She visited four times with Efraín Saavedra, a representative of Duosystem, a company specializing in digital health technologies. In one instance in March 2023, Luchsinger visited the ministry alone, presenting Minister Dias with gifts valued at R$360, including a collector's edition of Paulo Coelho's "The Alchemist" with a dedication and a box of chocolates. The ministry described this visit as a courtesy call lasting approximately five minutes, with no specific agenda. At the Ministry of Health, her focus was on the Executive Secretariat, then led by Swedenberger Barbosa. Of her 15 visits, only one was officially recorded, which involved presenting Duosystem's health management and regulation system alongside company representatives. This meeting included Nésio Fernandes, then head of the Primary Health Care Secretariat, Ana Estela Haddad, Secretary of Information and Digital Health, and Elton Bandeira, then deputy executive secretary. Luchsinger made eight visits to the Planalto Palace, three of which were with Sérgio Bringel, CEO of Grupo Bringel. These visits were reportedly with Alexandre Padilha, then Minister of Institutional Relations and currently Minister of Health.
