Mahfud MD: Indonesia is an 'Islami' state, not an Islamic state

Former Coordinating Minister for Political, Legal, and Security Affairs, Mahfud MD, asserted that Indonesia is not an Islamic state but rather an "Islami" state, founded upon Islamic values and the consensus of the nation's founders. He believes the discussion regarding the country's ideology has concluded, and attention should now be directed towards strengthening law enforcement and eradicating poverty.

Mahfud articulated the distinction between "Islam" and "Islami" during the 15th Plenary Session of the Indonesian Ulema Congress in Jakarta on Saturday (July 25, 2026). He explained that "Islam" refers to a name or symbol, whereas "Islami" describes the characteristics and values inherent in the religion's teachings. "Indonesia is not an Islamic state, but Indonesia is an Islami state. Islam and Islami are different. Islam is a name and symbolic, while Islami is a characteristic. The name does not have to be Islam, but its values must be Islamic," Mahfud stated.

He further elaborated that the Unitary State of the Republic of Indonesia (NKRI) aligns with the noble values of Islam without necessitating the label of an Islamic state. In his view, the substance of governance and national character is far more important than formal symbols. This perspective underscores the government's commitment to upholding Islamic principles within a pluralistic national framework, ensuring that the nation's laws and societal norms reflect its religious heritage while respecting its diverse population.
