Man Arrested for Enrolling 7 Students in University Without Exams, Issuing Fake Graduation Certificates

In a significant bust, Vietnamese authorities in Tuyen Quang province have apprehended Pham Quoc Duong, a Hanoi resident, on charges of fraud, asset appropriation, and forgery. The investigation, spearheaded by the provincial police's security investigation agency, revealed a sophisticated scheme where Duong allegedly exploited the aspirations of seven individuals from the former Ha Giang province.

According to initial findings, Duong, who was responsible for managing two university-level law programs in Ha Giang, illicitly admitted these seven students into the Trung Vuong University program in Hanoi between December 2020 and March 2025. He promised to arrange their entrance exams retroactively to legitimize their enrollment. During this period, Duong collected over 300 million Vietnamese dong from the students, funds that were never remitted to the university.

As the students neared graduation, Duong escalated his fraudulent activities. When some individuals required their diplomas for official purposes, he resorted to forging temporary graduation certificates from the university. This brazen act of deception not only defrauded the students but also undermined the integrity of the educational system. The Tuyen Quang police are continuing their investigation, aiming to uncover the full extent of Duong's operations and any potential accomplices.
