Residents of the Thủ Thiêm Sky apartment building in the upscale Thảo Điền area of Ho Chi Minh City are enduring a month-long ordeal of localized flooding directly outside their homes. The persistent accumulation of stagnant water, stretching for dozens of meters and often reaching knee-height, has transformed the entrance into a daily obstacle course.

This prolonged inundation is more than just an inconvenience; it has significantly impacted the quality of life for the over 300 households in the building and surrounding neighborhoods. The stagnant water breeds mosquitoes, creating a potential health hazard, and the slippery, moss-covered surfaces pose a risk of falls.
