New Bills and Decrees on the Agenda for Thursday’s Cabinet Meeting

Morocco’s government council is set to take up a broad package of bills and decrees at its Thursday, Sept. 10, meeting, with the agenda spanning justice, housing, industry, higher education and international cooperation.

The council will begin by examining draft decree 2.25.271, which would implement Law 36.09 banning the development, production, stockpiling and use of chemical weapons and requiring their destruction. The justice minister will present the measure.

Housing policy is also on the agenda. The minister responsible for national territory planning, urban development, housing and city policy will present draft decree 2.26.578. It would amend a 2023 decree setting out state housing assistance and the procedures for granting support to buyers purchasing homes for their primary residence.

The industry minister will present draft decree 2.26.98, which would amend a 2024 decree concerning the creation of the Jorf industrial acceleration zone in a new form.

Higher education is expected to occupy a substantial part of the meeting. Ministers will examine three decrees linked to sectoral governance and the implementation of Law 59.24 on higher education and scientific research. One would define the composition, organization and operating procedures of the National Committee for Higher Education Coordination and its permanent committees. Another would amend rules governing university institutions, postgraduate study tracks and corresponding national degrees. The third would apply provisions of Articles 30, 42, 48 and 53 of the new higher education law.

The agenda also includes draft Law 048.26, approving an agreement between Morocco and Niger on the transfer of convicted people.
