Born in Seoul in 1955, Steel emigrated to the US in 1975 and later became a US citizen. She served two terms as a US Representative from California, known for her communication with former President Donald Trump. Her husband, Shawn Steel, is a member of the Republican National Committee. Her background as a first-generation immigrant with a deep understanding of Korean affairs positions her to directly convey complex bilateral issues to the US president, potentially aiding alliance strengthening.

However, Steel's appointment has also raised concerns due to her strong conservative political stance and past engagement with far-right groups in the US.
