Over Half of Korean High School Seniors Prefer Seoul Universities Even with Free Tuition in Local Colleges

A significant portion of South Korean high school seniors prioritize attending universities in the Seoul metropolitan area, even when faced with the prospect of free tuition at local national institutions. A recent survey indicates that more than half of these students would still opt for a Seoul-based university, highlighting the enduring appeal of the capital region for higher education.

The survey, conducted by the Korea Association of Private University Presidents (KAPUP), polled 500 high school seniors nationwide about their views on a potential 2027 policy offering free tuition at local national universities. The findings suggest that financial incentives alone may not be enough to draw students away from the perceived advantages of metropolitan universities.

Interestingly, a strong majority of respondents, 64.5%, expressed the belief that national scholarships should be universally applied, covering full tuition costs for all students irrespective of whether they attend public or private institutions. This indicates a broader sentiment for equitable access to higher education across the country.

While the free tuition policy for regional national universities did show a modest increase in preference, shifting from 27.6% to 31.9%, it was not enough to overcome the draw of Seoul. Currently, Seoul metropolitan area national and public universities are the most desired option at 36.5%, followed by regional flagship national universities at 27.6%, Seoul metropolitan area private universities at 24.0%, and regional private universities at 6.6%. The data underscores a persistent regional disparity in educational aspirations and opportunities within South Korea.
