Paraguay to Launch Soybean Traceability System Amidst Industry Challenges

Paraguay is on the cusp of implementing a significant traceability system for its vital soy sector. The Socio-Environmental Traceability System, known as Retsa, is nearing its launch for soybeans, a move heralded by the Paraguayan Soy Association (APS) as critical for aligning with stringent European Union regulations set to take effect in 2027. While Retsa has already been rolled out for the meat and leather industries, its adaptation for the soybean sector presents unique hurdles. Lindemar Cesca, president of APS, highlighted the complexities involved in onboarding approximately 10,000 to 12,000 soy producers, a stark contrast to the more streamlined process for the livestock sector. The APS stands as the sole soy guild actively involved in Retsa, a government-backed initiative spearheaded by the Ministry of Industry and Commerce (MIC). This solitary participation underscores the challenges and perhaps the differing priorities within the broader soy industry regarding this governmental platform. Cesca emphasized that while the system is nearing completion and undergoing initial tests, its successful adoption hinges on effective communication and outreach. He also clarified that producer participation is voluntary, though adherence will be a de facto requirement for accessing the lucrative European market. From Paraguay's perspective, Retsa represents not just a compliance measure but a strategic tool to bolster the international competitiveness and sustainability image of its agricultural exports, particularly soy, a cornerstone of the national economy.
