Poland Poised to Aid Ukraine's Reconstruction as Capital and Logistics Hub

Poland is strategically positioned to serve as a vital capital and logistics hub for Ukraine's reconstruction efforts, even as the conflict continues. While many investors remain in a preparatory phase, researching feasibility and forming consortia, the current war necessitates a cautious approach, delaying full-scale operational commitments.

From the perspective of investors, we are in a transitional period. Many remain in waiting mode – preparing projects, researching their feasibility, building consortia, but not yet deciding on full-scale operational engagement.

Ukraine's economic ties with Poland are already robust, with Poland being one of its top two global trading partners. This close relationship is further strengthened by geographical proximity and the significant Ukrainian diaspora in Poland, which plays a crucial role in the Polish labor market. These factors create a natural foundation for enhanced economic cooperation.

Poland has several characteristics that allow it to occupy a special place in Ukraine's economic relations with Europe. Our advantages stem, firstly, from geographical, economic, and social proximity, as well as the Ukrainian diaspora, which plays a very important role in Poland, also for the Polish labor market. Secondly, due to geography, Poland is a natural logistics hub for Ukraine and its relations with the European Union.

Financing mechanisms for Polish firms investing in Ukraine are available and actively supported by institutions like the Polish Development Fund (PFR) under the "Team Poland" initiative. This program offers comprehensive support, including grants, debt instruments, insurance, and capital investments. KUKE provides extensive experience in insuring war and political risks, while BGK offers credit lines and guarantees for SMEs, distributed through international partners and Ukrainian commercial banks.

Financing mechanisms are available and there are relatively many of them. The development institution system is active here – PFR is part of it – which, under the Team Poland banner, offers entrepreneurs comprehensive service in a one-stop-shop formula. We have a wide range of instruments: grant, debt, insurance, and capital from PFR Group institutions.

However, a key challenge remains the scarcity of well-prepared investment projects in Ukraine. Team Poland has facilitated around ten transactions since the war began, including capital engagements like the acquisition of Ukrainian companies by Polish firms, such as EUVIC. Despite these efforts, both the scale of financing and the number of projects need to grow to meet reconstruction demands.
