Public transport drivers in Lima and Callao targeted in new attacks despite security plan

Despite the recent activation of "Plan Escudo," a government initiative aimed at combating extortion targeting public transport, three new attacks on drivers have occurred in Lima and Callao within the past 48 hours. The Ministry of the Interior deployed military and police personnel to depots and provided escorts for some routes, but these measures have failed to deter the violence.

On Wednesday morning, a bus belonging to the Línea 41 company was targeted by gunfire while parked at its final stop in Villa El Salvador. Two individuals on a motorcycle approached the vehicle, fired shots at the driver, and fled. Fortunately, the driver managed to evade the bullets and survived the attack unharmed. However, the incident instilled alarm among the company's workers.

Following the shooting, the assailants left behind an extortion note. The message warned that if the company's representatives did not re-establish contact, further reprisals against drivers would follow. "To inform you that the company has no security and has stopped communicating with us for months. Tomorrow, the driver who goes out, the driver who is gone," the note stated, increasing the fear of a new wave of attacks.

The National Police arrived at the scene, cordoned off the area, and collected evidence, including five shell casings. The driver was taken to the police station to provide a statement. Police reports indicate that the Línea 41 company has been a target of extortion since 2025, suggesting a persistent and organized criminal operation.
