Questions swirl over Greek municipality's stray animal contracts awarded to businessman with past in hunting supplies

A controversial case involving the awarding of contracts for stray animal care in Monemvasia, Greece, has raised questions about the selection process and the qualifications of the chosen contractor. The municipality awarded two direct contracts to a newly established company for the collection, transport, training, and care of stray dogs.

The core of the controversy lies in the contractor's past business activities. Public business registry records show that his previous sole proprietorship, active from 2008 to 2014, listed retail sales of dogs and cats as its primary activity, alongside a secondary activity of retail sales of hunting weapons and ammunition. This dual background has prompted scrutiny regarding his suitability for animal welfare services.

Further complicating the situation are allegations of discrepancies in contractor information, questions about his professional qualifications, and concerns about how his technical suitability was assessed. Reports suggest that some of the municipality's animals may have been moved before the contract period officially began. The case is further shadowed by the death of a dog named Sai, which was under the municipality's care.

Adding to the concerns, a veterinary inspection on July 23 reportedly found that a facility used by the company in Agios Andreas, within the Municipality of Evrotas, lacked the required permits. While administrative procedures were initiated, inspections of the contractor's residence and other alleged locations housing municipal animals have reportedly not occurred. The newly formed company, established on March 25, 2026, with a minimal share capital of 2,000 euros, lists animal care services as its main activity, but this declaration does not equate to having the necessary operating permits for specific facilities.
