Russia Rejects Ukraine Ceasefire, Maintains Maximalist Demands Ahead of Duma Elections

Russia is maintaining its refusal to consider a ceasefire in Ukraine that would involve freezing the current front lines, instead insisting on achieving a resolution under its own terms. This stance was reiterated by Russian Foreign Minister Sergey Lavrov on August 14, who stated that Moscow would not accept a truce that entrenches the current battlefield situation. He asserted that Russia aims for a long-term, sustainable solution dictated by the Kremlin.

This position aligns with previous statements from Dmitry Medvedev, Deputy Chairman of Russia's Security Council, who declared that Moscow would suspend or end the war "exclusively on its own terms." The Institute for the Study of War (ISW) analyzes these repeated rejections as indicative of Russia's unwillingness to end the conflict without achieving its maximalist objectives.

ISW suggests that Moscow is intensifying its pro-war messaging and dismissing negotiations ahead of the State Duma elections, scheduled for September 18-20. In contrast, Ukrainian President Volodymyr Zelenskyy has consistently reaffirmed his readiness for negotiations and compromise as a means to achieve peace.

Further underscoring Russia's reluctance to engage in even limited diplomatic initiatives, Moscow has rejected proposals from Turkey and Ukraine for a moratorium on attacks against maritime targets in the Black Sea. According to ISW, this rejection serves as another indicator that Moscow is unwilling to accept even restricted diplomatic measures.
