Self-proclaimed 'Doxxing Master' and online force member arrested; 'Four-Eyed Cat' reveals data was bought from dark web

A data leak case has shocked Taiwan, with information suggesting that Huang Baiwei and his associate Wang Dawei, both possessing IT expertise, acquired over 40 million Taiwanese citizens' household registration data and National Health Insurance information from the dark web for 5,000 Tether coins (approximately NT$160,000).

They allegedly used this data to attack netizens, police officers, and civilians they disliked online. Internet celebrity "Four-Eyed Cat" revealed that Wang Dawei, who claimed to be a master of doxxing, had previously clashed with him multiple times. Wang Dawei allegedly threatened others by leaking their personal information when he lost online arguments. The recent revelations suggest he was simply buying data from the dark web.

Investigators found that Huang Baiwei and Wang Dawei not only used the acquired data for attacks but also sought to expand their database. They maintained frequent contact with a "Director Mu" from the Propaganda Department of the Chinese Communist Party Central Committee via Telegram, raising serious concerns about national security and the erosion of citizen data protection. The two are also accused of selling personal data to credit investigation agencies and individuals.

Prosecutors are seeking heavy sentences of over 4 and 5 years respectively for Wang and Huang, citing violations of personal data protection laws and the severe nature of their actions, including publicly disclosing victims' identification numbers, addresses, and information about their immediate family members. Huang is also accused of collaborating with Chinese Communist Party officials to inquire about Taiwanese citizens' entry and exit records, flight information, addresses, and children's details.
