South Korea to Launch 'Robot Mega-Special Zones' to Boost Industry

The South Korean government is set to propel the nation's robotics industry forward with the ambitious 'Robot Mega-Special Zone' initiative. This plan, unveiled at the first plenary meeting of the Regulatory Innovation Committee, aims to designate specific regions as hubs for robotic innovation, mirroring similar 'mega-zone' strategies for renewable energy, bio, and AI self-driving cars. The core of this plan lies in significant regulatory reform, allowing for the large-scale demonstration of humanoid robots in industrial settings and easing restrictions on autonomous robots operating in public spaces.

Under the proposed framework, these special zones will benefit from a unique regulatory system. This includes a 'menu-style' approach where businesses and local governments can select from pre-approved regulatory exemptions, a 'demand-responsive' system for temporary deregulation based on field needs, and an 'upgraded regulatory sandbox' that permits large-scale testing of new technologies and services. Furthermore, a comprehensive support package encompassing finance, tax incentives, talent development, and infrastructure will be provided to foster a robust business environment within these zones.

We plan to foster robot data factories in the relevant regions and provide preferential treatment for robot-specialized complexes, along with support for startups.

The Ministry of Trade, Industry and Energy envisions these zones as critical growth engines, integrating regional economic development with national strategic industry advancement. By focusing on concentrated regulatory relief and policy support tailored to local demands, the government aims to cultivate a dynamic ecosystem for robot startups and consolidate the nation's position as a global leader in robotics. The plan is to enact a special law by year-end to facilitate the designation and operation of these zones, signaling a strong governmental commitment to the future of robotics in South Korea.
