South Korean council candidate fined for cutting rival's banner

A local council candidate in Busan has been handed a suspended jail sentence for a petty act of election sabotage. Kang, who ran as an independent, was found guilty of cutting the banner of a mayoral candidate during the June local elections.

Kang's motive, according to investigators, was simple: his own campaign banner was being overshadowed by the mayoral candidate's. He admitted to using scissors to cut the ropes securing the offending banner in the early hours of May 22.

The defendant damaged banners related to the local and mayoral elections, and has a prior criminal record.

The Busan District Court handed down a fine of 1 million won, suspended for one year. Presiding Judge Lim Seong-cheol noted Kang's prior criminal record and the damage to election materials. However, the court also factored in Kang's admission of guilt, the minimal impact of his actions on the election's outcome, and his status as a recipient of basic livelihood support while caring for his elderly mother.

Kang ultimately lost his bid for a council seat. Records show he declared 14 previous convictions when registering as a candidate, the highest among all local election candidates in Busan.
