Since the implementation of the two-tier local government system nearly a year ago, Ho Chi Minh City's wards and communes have begun to show tangible improvements in administrative efficiency. Residents are experiencing quicker resolutions to their needs, with many procedures now handled directly at the local level, significantly reducing the need for multiple intermediaries and lengthy waits.

Complex matters concerning land, construction order, or urban infrastructure often exceed their authority, leading to frustration when citizens' expectations, which are understandably growing, cannot be immediately met due to resource constraints.

The upcoming cessation of non-professional staff support in June 2026 also looms as a significant concern for personnel capacity, underscoring the need for sustainable solutions to bolster the local administrative workforce.
