Taiwan to Strengthen Criminal Deterrence Against China's Cross-Border Suppression

Taiwan's Ministry of Justice is actively working on legislative amendments to combat China's cross-border suppression and oppressive tactics. The proposed changes aim to deter foreign interference by introducing penalties for acts of cross-border oppression that have occurred in the past, drawing upon international legislative examples.

The Ministry has held two meetings with the Executive Yuan to discuss the revisions. The process involves identifying domestic cases, studying foreign legal systems, and defining the scope and thresholds for penalizing cross-border oppressive behaviors to address potential gaps in current legislation.

Cross-border suppression and oppression involve foreign entities extending pressure, threats, or interference beyond their borders to control specific individuals or groups abroad. These actions can be carried out through domestic collaborators, civil organizations, or other channels, posing new challenges for traditional criminal law in terms of identifying and prosecuting such acts.

The police are simultaneously launching a three-pronged strategy encompassing prevention, protection, and counter-measures. Recognizing the swift and covert nature of Chinese suppression, dedicated personnel will proactively establish reporting channels with potential victims. This ensures immediate response when threats arise. Furthermore, the police are strengthening international cooperation through cross-border intelligence exchange and mutual defense to create an all-encompassing protective network.
