Thanh Hoa: Department directors must spend one-third of monthly work time visiting grassroots

Leaders of departments and heads of agencies in Vietnam's Thanh Hoa province are now required to dedicate at least one-third of their monthly working time to visiting grassroots operations. This new directive, issued by the Chairman of the Provincial People's Committee, To Anh Dung, aims to address and improve the work ethic of officials and public agencies.

The directive explicitly states that these site visits should be conducted without fanfare or formality. The intention is to ensure that officials gain a genuine understanding of the situations on the ground and connect directly with the people they serve, rather than engaging in superficial displays of activity.

This measure is part of a broader effort to 'shock' the system and re-establish proper working practices within the provincial administration. By mandating regular, substantive engagement with the grassroots, the provincial leadership hopes to foster a more responsive and effective public service.
