Turkey, Saudi Arabia, and Pakistan conclude mutual defense pact

Turkey, Saudi Arabia, and Pakistan have concluded a mutual defense pact, officially named the "Mecca Agreement." This significant accord establishes a collective defense clause, stipulating that an armed attack against any one of the three signatory nations will be considered an attack against all of them. The primary objective of this pact is to bolster collective deterrence against potential aggression and to expand defense cooperation among the three major Muslim powers.

A Turkish official, speaking in an interview, underscored the strictly defensive nature of the new treaty. The agreement explicitly outlines mutual support solely for protection purposes and is not directed against any specific state or entity. While the current signatories are Turkey, Saudi Arabia, and Pakistan, the possibility of other regional countries joining the pact in the future has not been ruled out.

The agreement arrives amidst a period of considerable instability in the Middle East and heightened tensions concerning Iran. Media reports have previously indicated that the pact serves to strengthen coordination among these three nations in response to regional conflicts. Despite this new defense alliance, the countries maintain distinct security profiles: Turkey is a member of NATO, Saudi Arabia is a key strategic partner of the United States in the Middle East, and Pakistan is a nuclear-armed state.

This new treaty builds upon existing ties between Islamabad and Riyadh, which include a long history of economic and defense cooperation. Notably, in September 2025, the Prime Minister of Pakistan and the Crown Prince of Saudi Arabia signed a strategic mutual defense agreement aimed at closer military collaboration and mutual support during foreign aggression. The "Mecca Agreement" further solidifies this strategic alignment.
