U.S. Labels Cuba a 'Threat' While Pushing for Reforms

The United States has officially designated Cuba as a national security threat, according to a comprehensive report released by the State Department. The document, titled 'Cuba. The Capital of Communism in the 21st Century,' details alleged Cuban efforts to destabilize the U.S. through various means, including espionage and influence campaigns.

The 100-page report, spearheaded by Secretary of State Marco Rubio, asserts that for 67 years, the Cuban regime has trained terrorists, harbored fugitives, and infiltrated the U.S. government. It claims Havana aims to "undermine, degrade, and destabilize the United States" using a network of spies, soldiers, students, intellectuals, and NGOs. The report further alleges that Cuba hosts an increasing number of foreign military, intelligence, and terrorist facilities, posing a unique threat to American security.

These accusations come as the Trump administration intensifies pressure on Havana for political and economic reforms. The report was published following a ministerial summit in Washington led by Rubio, aimed at countering what he described as a rise in far-left terrorism globally, partly fueled by Havana. The U.S. has also imposed an energy blockade on Cuba, exacerbating the island's economic crisis.

Cuba has consistently denied the U.S. allegations, particularly claims of hosting facilities for Washington's rivals like China or Russia. The Cuban government maintains that only its citizens can decide their future and denounces what it calls a U.S. campaign to justify potential military aggression. The report signals a continued hardening of U.S. policy toward Cuba, framing the island nation as a significant security concern.
