Vietnam Directs Improvement of Local Official Quality

Prime Minister Pham Minh Chinh has issued a crucial directive aimed at significantly enhancing the quality and effectiveness of public officials, especially at the grassroots level. This initiative underscores the government's commitment to strengthening governance and administrative capacity across the nation, recognizing that the competence of local officials is paramount to the country's development and political stability.

A central tenet of the directive is the strategic reassignment of deputy officials who exceed regulatory limits within provincial-level agencies to commune-level positions. This move is designed not only to optimize the deployment of experienced personnel but also to streamline the bureaucracy and ensure that leadership is appropriately distributed. The Prime Minister has mandated that provincial UBNDs (People's Committees) develop and implement comprehensive plans by May 2026 to achieve these objectives.

The directive also calls for a thorough review and assessment of the qualifications, skills, and capabilities of all commune-level officials. The aim is to ensure that individuals are placed in roles that best match their expertise and experience, adhering to the principle of 'the right person for the right job at the right time and place.' Special attention will be given to assigning officials with strong leadership, resilience, and experience to complex areas with heavy workloads, particularly in sectors like land management, construction, ethnic affairs, religious matters, and handling complaints and petitions.

Furthermore, the directive stresses the importance of weeding out underperforming officials who lack responsibility or fail to meet job requirements, implementing workforce streamlining measures accordingly. Simultaneously, there will be a focus on recruiting and training talented individuals, emphasizing practical skills and the ability to handle challenging situations. Enhanced administrative discipline, public service ethics, and accountability are also key components, alongside a push for digital transformation and improved public services to better serve citizens and businesses.
