Vietnam Proposes Regulations for Lethal Injection Executions

The Ministry of Public Security's proposed decree on lethal injection executions marks a significant step in standardizing the capital punishment process in Vietnam. This draft, comprising four chapters and 24 articles, aims to ensure legality, constitutionality, and effectiveness in carrying out death sentences by lethal injection, aligning with the 2025 Criminal Procedure Code.

The ministry has conducted extensive field surveys at 11 execution sites across the country, from Son La to Ho Chi Minh City, to inform the decree's provisions. This thorough approach underscores the government's commitment to a precise and regulated execution process.

A key aspect of the draft is the specification of three types of drugs: one to induce unconsciousness, another to cause paralysis, and a third to stop the heart. These drugs, supplied by the Ministry of Health upon request from the Ministry of Public Security and Ministry of Defense, will be administered in a single dose per individual. Strict protocols for drug storage, handling, and transfer are mandated, emphasizing security and adherence to legal requirements.

Furthermore, the decree details the necessary infrastructure and equipment, including specialized beds with restraints, automated injection devices, vital sign monitors, and recording equipment. This focus on modern technology aims to ensure the execution is carried out efficiently and humanely, as per the regulations. The detailed procedural steps, from receiving the drugs to identifying veins for injection, reflect a meticulous approach to the final moments of an individual's life under state authority.
